Yes, for a sock. You put in waste yarn where the heel would go and you knit it in afterwards. I think it's mostly done with toe-up socks.

I haven't done one (yet), but I believe I've seen it mentioned in one or more of Elizabeth Zimmermann's books.
I ended up basically making a toe, it's the same process. It worked quite well!
